    hell no! little kids get out of hand. They don't understand guidelines and time outs. Spank them when they're little. When they're old enough to understand consequences, then you take away privileges. It's simple. And there is a difference between beating the crap out of your kids and spanking them as a reprimand for something they aren't supposed to do.
